If I remember correctly, the Xbox actually reformats (or perhaps partitions?) part of the flash drive (or other removable disk) for its own files, therefore rendering it rather useless on a PC.

You need to reach every camera with the nova (not at the same time) after each camera had a one time nova shock you can run into the fence and it should disable. If you still have the shock gun from the shock boss guy, shoot each camera and then run into the fence.
